What the data shows is what happened in 2012 (the first season of the new regs) versus the previous one.
As far as the plan being "right"....I don't see the point of continuing to beat a dead horse. Like it or not, the regs have passed and the herd reduction plan is being implemented. So IMHO, it's up to each individual hunter to decide and try to reach their own goals within the confines of the plan, the new regs and the number of deer they are seeing.
