I use Lip Licker lure in the early season with great results. The ingredients are not intended for consumption. The IDNR defines baiting:
What is "baiting"?
Answer: Baiting includes any of the following: 1) a solid or liquid that is transported and intended for consumption, 2) salt, and 3) mineral blocks. An area is considered baited for ten (10) days after the removal of the bait or the baited soil. Hunting an orchard, or another area which may be attractive to deer as a result of normal agricultural activity, is not prohibited. I typically apply the lure directly to the ground and also about 3' up a sapling. Deer generally come in close to evaluate the lure, but I have never seen one attempt to ingest it. It is a curiosity scent, similar to acorn or vanilla.
