Deer (Urban Deer Zones): Rename urban deer zones to reduction zones, - Modify boundaries for these zones, - Allow baiting to be used in these zones after archery season closes, - Increase bag limit of antlerless deer in these areas, - Allow the director to establish these zones on an annual basis by temporary rule, - Allow firearms in these areas (where authorized by local ordinances)
