Yaz, a flat set to me is just a set that has some backing like a clump of grass or a log and i just take my stake driver and poke a hole in front of the backing to put my lure in and squirt some urine on it. I do use scent post and dirt holes and try to mix things up a bit and put out 2 different sets in a good area. The flat set is a little quicker to put in. I would also like to see a pic of your stake puller.
