Hoosier Navy could probably be some help. There is a massive expanse of public ground called Chuck Swan in East Tennessee. It is located right between the Clinch and Powell arms of Norris. We took a ride through there last April during turkey season, while we were fishing. Seen lots of birds, and very few hunters. I could get you some good local knowledge for that area. On next springs fishing trip down there, there WILL be a scattergun in the boat!!!!

A lot of that area is accessible by boat, and away from the crowds. I can also hook you up with some of the best striper guides in the country if you wanted to take a break from the birds!
Middle Tn, East of Nashville has a lot of public ground also. Several management units around Old hickory Lake. Navy is more familier with that area.
