You just have filamentous algae. Probably Spirogyra. Its tough to treat a pond with its temp below 60 degrees. Copper sulfate works and so does Cutrine Plus. Mix 1 pint of Cutrine and 2 ounces of surfactant per gallon of water. Shake it up good and spray it on the algae mats. I would avoid the boat drag method. It works good but its old school and can add way too much copper to your pond.

If you are just getting Copper sulfate you can get it at your local F/S store or Tractor Supply. Make sure you get the fine powder but not ultra fine. I have 44,000 pounds of it here but its not worth traveling distances to pick up copper. Right now copper is going up in price due to China and we anticipate all time highs this year. Try and find it for less than $1.50 per pound. Tractor Supply may be expensive but if you go to your local grain/feed store you may find it cheaper. Always buy it in the 50# bag. Never buy it in the containers as they charge 2-3 dollars per pound.

Yep but you are treating Algae. The plants will be fine. No danger to eating fish. Treat 1/4 to 1/2 the pond at a time. If the entire pond is covered treat 1/4 at a time.
Good luck. Would like to see some B4 and after pics.

Another good use for copper sulfate is to get the mold or algae crap off your roof. Last year after doing the neighboors pond I had some left over and sprayed it in my roof. Hosed it off and it looked like new!
