No, a 25/06 IS a 30/06 casing necked down to accept a .257" bullet. It can't be legal as it does not push a .308" bullet. It's parent casing does not matter.

Take a 300 blackout/AAC/Whisper. It is a 223 Remington casing necked up to accept a .308" bullet and is a legal round under the current regs. Easy peasy.
