There are basically four types of aquatic plants:

When trying to correctly identify aquatic plants, the best way is by looking at the leaves. Many are like blades of grass (monocots) and others like leaves with many veins (dicots). This is important when figuring out what herbicide to use and which plants you would like to keep. Some herbicides only work for dicots and will not effect monocots. An example of a monocot would be a cattail. Has one vein in the center of the leaf.

Systemic Herbicides - These are herbicides that kill the root of the plant. Examples are Sonar and 2,4,D. If you are going after duckweed I would use sonar at a quart per acre. Any other species let me know and I'll give you a rate. Watermeal is a tough one and you will want to use about 1.5 quarts per acre or 90 ppb.

Contact Herbicides - These herbicides just burn down the plant and retreatments are normally needed. Examples are Aquathol K and Reward.
