Each community has different rules when it comes to city parks but I doubt they have any rules concerning or would say anything about wild berries or any other wild edibles being picked as long as you weren't destroying city property...
As for gigging frogs at city parks... That will be alot tougher since you would be gigging at night and most city parks probably close at sunset or dark... The only thing I can suggest is get with the city and ask for permission... If they give you the ok to do it, I would make sure it was in writing so you are covered and I would also suggest letting the local law enforcement know when and what time you were going to be doing it just in case someone sees you and reports you for suspicious activities...
