In an 8-4 vote, the House Committee on Natural Resources approved new language for a bill that would grandfather in high-fence hunting ranches that were in business prior to 2015. But the revised bill wouldn’t allow new ones to open.

So if this stays "as is", there will be 4 places to high fence "hunt" and (according to the article) approximately 400 deer farms that trade in deer, deer semen, urine, meat and antlers?

This is a "win" in my opinion. Certainly there remains issues and concerns, of them the interstate transport of animals, but all in all, I think this should be considered as positive of an outcome as could be expected.

Each facility also would be required to have a minimum of 100 acres. The revised bill says the DNR cannot issue rules so restrictive that it prevents the facilities from doing business.

There are currently four high-fence preserves in operation in Indiana. There were around a dozen facilities in Indiana offering hunts prior to the Department of Natural Resources in 2005 issuing an order to shut down the facilities.


A few questions....

1. So the minimum amount of land a high fence Hunting operation can operate with is 100 acres.

2. The DNR can't issue "restrictive rules". I wonder who decides what is "restrictive"?

3. There were a dozen high fence operations in 2005 when they were ordered shut down. What's to keep the owners of these places from trying to be grandfathered in as well?

Finally....

Can people open more deer farms if they choose?

And once again I have to ask....why is there seemingly so little concern about CWD on these 400 deer farms?

I figured this was going to be the outcome... As much as I hate it, but I agree this is about as good as we are going to get...

I wonder a few things myself...

Do these four operations die with these people or can their children run them?

If one of their "livestock" escapes and someone hits it, are they liable for damages?

Is the state going to require them to carry a hefty liability policy in case of such accident happens and someone dies or needs life long care after the fact?

Maybe we start sending emails to our legislators and ask them to add amendments to the bill and hopefully either kill it or make these places miserable to do business...


Only allow these four and when the owners die their business die with them....

All deer farms and fenced hunt places be licensed through the state which are subject to inspection and must maintain paperwork of all sales and services and number of deer and present when ordered at the cost of the owners...
All sales and services that these places offer be subject to state sales tax...

Any antlered deer hunted in these places are subject to a "trophy tax" which will be determined by a percentage of the green score of the deer (like Ohio does for antlered deer poached)...

All facilities must carry a liability policy of a minimum three million dollars in case of death or injury results from one of their livestock escapes and if CWD or another disease which results in the IDNR to have to go in and eradicate every deer in an area that if it is found that it started in such facility that they are responsible for every deer killed and will have to pay to replace... Neither of these CANNOT be dismissed in bankruptcy court...

Any owner who's deer escape are subjected to fines for failure to keep their livestock on their property...


That would be awesome if these were added to the bill... That would make them crap their pants...

I would add subject to unannounced inspections with paper work for each deer to match what was reported inventory

Oddly, as I watched today's action in the legislature, HB1453 was NOT brought forward for engrossment. Seems 2 amendments have been filed and rather than bring them to the House floor they delayed until next meeting.

Amendment #1 would require a $10,000 fine for each deer escape if not recovered in 10 days. It also requires sacrificing 10% of the herd for testing for CWD and TB.

Amendment #2 would require only Indiana-born deer to be used in high fence hunting preserves.

Keep writing those notes to legislators. If you have an especially effective idea to make this bill better get it out there.

On further reading amendment#1 would grandfather only those preserves open in 2014. It would also delete the language restricting DNR's ability to make restrictive rules.

3rd reading is about to take place if anyone's interested. The latest rumor is that the Attorney General is going to appeal the appellate court decision. Again just a rumor which could become moot if this bill goes anywhere.

In fact, Deer Hunting Preserves are unethical and a deplorable exploitation of a natural resource. They spread disease and risk our wild deer populations. They have repeatedly been run by people who do things such as drug abnormally large buck deer for wealthy clients to "hunt" in small pens. While the bill has prohibitions on the worst of these acts, even these will not be enough to protect the Fair Chase Ethic when the deer are specifically bred for their antler size and confined to small pens until released into a larger pen to be shot.

As a hunter and conservationist, I am embarrassed by the very existence of these operations and hope that you do all you can to keep this Bill from moving forward.

For others writing to their Senators........

Please include in your email that house Rep Eberhart mis spoke as to testing of deer in deer farms and in shooting pens......... Yes they are 100% tested(if they follow the rules) but this does AFTER the deer dies! This could be AFTER Pandora(CWD) has infected Indiana
