SJR 0007 Constitutional right to hunt and fish. Steele
SJR 0021 Right to ranch and farm. Yoder
SB 0391 Crimes concerning agriculture and livestock. Yoder
SB 0487 Nonresident shooting preserve hunting fees.

Note the constutional right to hunt and fish is included next week. Not sure where I come down on this one as written. Might open the gates for high fence operations.

P.S. I'll bet it is the same time as the House hearing on high fence operations. Can't do both.

Hatchet Jack, I share your concern relative to high fence operations. Also, note language in SJR 0021.

SJR 0007 states:

ARTICLE 1 OF THE CONSTITUTION OF THE STATE OF INDIANA IS AMENDED BY ADDING A NEW SECTION TO READ AS FOLLOWS: Section 39. The people have a right to hunt, fish, harvest game, or engage in the agricultural or commercial production of meat, fish, poultry, or dairy products, which is a valued part of our heritage and shall be forever preserved for the public good, subject only to laws prescribed by the General Assembly and rules prescribed by virtue of the authority of the General Assembly. Hunting and fishing shall be the preferred means of managing and controlling wildlife. This section shall not be construed to limit the application of any provision of law relating to trespass or property rights.


SJR 0021 states:

ARTICLE 1 OF THE CONSTITUTION OF THE STATE OF INDIANA IS AMENDED BY ADDING A NEW SECTION TO READ AS FOLLOWS: Section 40. The right of Indiana citizens to engage in traditional and modern farming and ranching practices shall be forever guaranteed in Indiana. No law shall be enacted that abridges the right of Indiana citizens to employ traditional or modern agricultural technology, animal production, or ranching practices.

Bill - they withdrew SJR0021 from hearing on Monday. I'm still going to the Senate hearing because of the original right to hunt and fish.

So, does that mean SJR 0021 is dead for this legislative session? Or, can it be brought up later? If adopted, with its original language, I strongly believe it would lead to a real "can of worms."

It is still alive. I think he's waiting to see how SJR0007 does. If it fails he has SJR0021 in his pocket.

SJR 0007 Constitutional right to hunt and fish - passed by 7-0
SB 0487 Nonresident shooting preserve hunting fees - passed by 8-0

bills now go back to the full Senate for consideration.

It is as far as I know. I only attended the Senate Natural Resources and the House Natural Resources meetings today. I have no interest in this bill so I have not been following it.

It appears SB199 is assigned to the Judiciary Committee of which Senator Steele is the chairman so I assume it would get a hearing. NRA appears to have hired another good-looking rep for Indiana.

HB1511 has passed second reading in the House. After it passes the 3rd reading it will go over to the Senate.

Senator Crider confirmed that SB364 passed the Senate Committee today 10-0. Hopefully we can get this through the Senate and on to the House.

As Hatchet Jack noted above, the Senate Agriculture and Natural Resources Committee passed SB 0364, as introduced, by a vote of 10-0 on February 18. The bill then went to the Appropriations Committee. On February 21 the Appropriations Committee amended the bill by deleting the provision of the annual appropriation but retained the provision that money remaining in the Indiana Sportsmen’s Benevolence Account at the end of a fiscal year does not revert to the General Fund. The committee passed the amended bill 13-0. On February 26 the full Senate passed the amended bill 50-0.
